Recently, the European Commission submitted Circular G/TBT/N/EU/886 to the World Trade Organization (WTO) in accordance with the Agreement on Technical Barriers to Trade (TBT Agreement).
The measures proposed by the draft Commission Regulation are part of the on-going and regular adaptations of the Annexes III and VI to Regulation (EC) No 1223/2009 (Cosmetics Regulation) to protect human health or safety.
1223/2009 Annexes III and VI will be amended to address regulatory provisions for substances such as 'Butylated Hydroxytoluene (BHT)', 'Acid Yellow 3', 'Homosalate', 'Bis-(Diethylaminohydroxybenzoyl Benzoyl) Piperazine (HAA299)' and 'Resorcinol'. The revised draft is expected to take effect in the 2022 Q4. At present, the notice is in the comment period, and the final date for comments is June 11, 2022.
